What is VMS?
A Vessel Monitoring System (VMS) is a tracking device that is mounted on-board a vessel with the ability to automatically transmit the location data of the vessel to an authorized third party. The VMS equipment is more widely known as the so-called "Black Box" among the fishing industry. Since the systems operate automatically they do not require any input or training for the crew.

VMS systems utilize an inbuilt Global Positioning System (GPS) to collect the location data of the vessel and transmit this information at predetermined interval via modern satellite systems to a Central Monitoring Centre.

In Canada, this information is sent to Department of Fisheries and Oceans (DFO) and only used in case of violation or emergency. All the data is treated securely and confidentially.

Who Does This Affect?
Fishermen of certain areas and species have already been mandated as of April 2004. According to Department of Fisheries & Oceans (DFO), some of these areas and species include:
All commercial fishing vessels in NAFO Divisions 2J, 3K, 3L, 3P's, 3Pn and 4R from 35' -64'11'' in length
All commercial fishing vessels in NAFO Divisions 0, 2, 3 and operating vessels longer than 65'' in length
The VMS system is required to be operating once the fishing vessel commences fishing operation for 2004 throughout the entire fishing season.
